. ....

.'.

Glen Canyon Dam Powerplant Responds to CaliforjUa Energy Crisis: Glen Canyon Dam's
hydropower resources played a significant role in meeting the power needs of southern
California. This resuited in a flow below Glen Canyon pam of21,200 cubic-feet-per-second
(cfs) compared to a pre-event flow of i4,500 cfs. This IS the second time in the past five months
that Glen Canyon Dam resources have greatly assistedlCalifornia. .
!
The level of assistance to California is limited by several factors including water suppiy in Lake
Powell and transmission system limitations between Glen Canyon Dam and California. Because
there are no contracted customers in California for Glen Canyon hydropower, there are no direct
transmission lines to the state from the dam, which is located in Page, Arizona.
. '
Reclamation's obligation to provide assistance is base4 upon an Augnst 3,2000, Presidential
Order directing Federal agencies that generate pOwer to maximize the amount of electricity that
may be delivered to California. To properly manage t* powerplant during such times,
Reclamation has in place operating criteria for Glen Cjmyon Dam that directs both normal and
emergency operations. '

Mechanical Failure Results in Loss of Endangered :Colorado River Fish On March 1 the
USFWS announced the failure of three mechanical systems at the Upper Colorado River .
Endangered Fish Recovery Program's 24 Road Hatchery near Orand Junction on Feb. 24
resuited in the loss of 30,000 I-year-old razorback suClkers. More than 51,000 razorback suckers
at the hatchery remain unaffected. :
i
When a pump ceased to recirculate water properly in fish tanks, a pressure-sensing device did
not activate an emergency backup oxygen system.. Injaddition, an alarm to alert hatchery staff
failed. Without oxygen, the fish perished.

Irrigated Acreage RFP: Requests for Proposal (RFP) are in for the CWCB Irrigated Acreage
Refresh Project. This project will use Year 2000 satellite imagery data to update the 1993
irrigated acreage data that the State is cUlTently using.~n its Colorado River DSS program. Once
the refresh is completed, irrigated acreage data Will be available for years 1993 and 2000. A
consultant will be hired to interpret the new data and jnake any changes to the existing data to get
the irrigated acreage for year 2000. This new irrigat~ acreage data will he used to heip
determine whether the state is meeting compact requirements, and will also be shared with the
Bureau of Reclamation for their 5 year report to the Secretary of Interior.

Reviews of the proposals should be compieted by Mitch 23, and contracting with the chosen
consultant should be underway by April. The proje~ should take about six months to complete.

Salinity Control Meeting: The Colorado River Basi~ Salinity Control Program (CRBSCP)
Workgroup met on Mar. 12-13,2001 to begin preparr, tions for the 2002 Triennial Review of the
water quality standards for salinity in the Colorado Riiver Basin. Updating and verifying the
accuracy of the model used to forecast future sallnit~ levels in the lower basin will be a major
focus of this effort. In addition, the 2000 Annual Report on the Colorado River Basin Salinity
Controi Program has been distributed by the CRBSC:P Advisory Council, copies are available
upon request. Finally, the USBR has indicated it pl$s to soiicit new competitive proposals for
salinity control projects in the upper basin this sprin~. This next round of RFPs should present
new opportunities for Colorado irrigators to enter th~ program, and the Board's existing $1
million salinity program loan account could facilitate the submission of cost-effective proposals.
i
I
12 ;

.

.

.

)('
.,/":.::, '
