Grant Program Administration <br /> <br />e <br /> <br />a) Publicity and Promotion - <br />The Officc, in conjunction with other cooperating entities and agencies, will develop a publicity <br />and promotion campaign to stimulate statewide awareness of thc Grant Program. This effort will <br />include, but not be limited to: <br /> <br />. Call line for support to entities that are pursuing grants <br />. Limited speaking and presentation engagements <br />. Promotions at technical seminars, fairs and workshops <br />. Other resources listed on the CWCB website (www.cwcb.state.co.us) <br /> <br />The Office's efforts will include making water user and municipal and special district groups <br />aware of the grant program, as well as professional groups and public and private agencies, to <br />stimulate demand and encourage applications. <br /> <br />b) Management of Grant Program Cash Fund- <br />The 2005 Legislature has created the Water Efficiency Grant Program Cash Fund from the <br />Severance Tax Trust Fund Reserve for use in funding grants with One Million Five Hundred <br />Eighty Thousand Dollars, The CWCB will track the funds to ensure that the monies from the <br />Grant Program Cash Fund are used in accordance with the desires of the enacting legislation and <br />the guidelines of the CWCB. In addition, the CWCB will maintain communications with the <br />legislature to ensure that the Grant Program Cash Fund is replenished and managed in the next <br />two fiscal years (i,e" 2007 and 2008) in a manner consistent with the intent of the original <br />legislation. <br /> <br />c) Day-to-day Administration of the Grant Program- <br />The Office and other Board staff, as necessary, will handle day-to-day Administration of the grant <br />program, Administration responsibilities of the Office and the CWCB will include: <br /> <br />e <br /> <br />i) Management and accounting for the moneys in the grant program; <br />ii) Disbursement and tracking of grant payments to grantees, expenses, and allocations; <br />iii) Notification to successful and unsuccessful applicants of the disposition of their <br />applications; <br />iv) Review of progress and final project reports; <br />v) Fund compliance assurance, including project termination if necessary; <br />vi) Project closeout for each project including, but not limited to, project filing, digitizing <br />and posting of the Final Plan on the Board website, final payment, and determination of <br />level of reimbursement, if appropriate; and <br />vii) Preparation of a bi-monthly report to the Board regarding the grant program including <br />information on the number of applications received and reviewed, the amount of monies <br />awarded by entity and agency, the status of payments, etc, <br /> <br />d) Matching Funds - <br />Entities and agencies requesting funding under this program will need to have and/or demonstrate <br />the ability to provide 25% of the Project budget with matching funds, either as cash or in-kind <br />services or through payment of consulting fees or any combination thereof, The Board will <br />consider applications with a reduced level of matching funds; however these applicants will need <br />to demonstrate financial hardship or other special circumstances to be eligible for a Board waiver a <br />of the matching fund requirement. ., <br /> <br />7/12/2005 <br /> <br />6 <br />
