Mr. <br />Sparks. " <br /> <br />"Yes, Mr. Chairman. I want to state to <br />the Board that there has been nothing presented <br />here that has not been presented before. <br /> <br />The viewpoints that have been expressed <br />are completely sincere. We have no quarrel <br />whatsoever with them and the expressions that <br />have been made. We do, of course, question <br />many of the facts. We have, over the years, <br />to the best of our ability, tried to analyze <br />these facts. There are none of us either on <br />the State Water Board or the Bureau of Recla- <br />mation who have the infinite wisdom of God. <br />We are ordinary humans trying to do a job under <br />a democratic system. Democracy is not perfect <br />but it is the best system that we have been <br />able to devise during the history of the world. <br />The people who are placed in the position of <br />being engineers are there because of our <br />democratic system and because they have been <br />especially trained through both education and <br />experience to handle those jobs. <br /> <br />Now it is true that you can point at any I <br />position in the united States, and probably <br />there is someone who could perform that posi- <br />tion better. This is what makes democracy <br />great and makes us all hold to the system of <br />our American government. I'd like to point out, <br />however, that no one on our Board, no member of <br />
