Narrows construction before the Congress of
the United states; second, to proceed with
the construction of our own dam on the South
Platte; and, third, to supplement our systems
with water from other sources. These things

Before we go to the presentation by those
for the Narrows project I think maybe the
Director may have one or two comments. Mr.
Sparks. "

"Yes, Mr. Chairman. I want to state to
the Board that there has been nothing presented
here that has not been presented before.

The viewpoints that have been expressed
are completely sincere. We have no quarrel
whatsoever with them and the expressions that
have been made. We do, of course, question
many of the facts. We have, over the years,
to the best of our ability, tried to analyze
these facts. There are none of us either on
the State Water Board or the Bureau of Recla-
mation who have the infinite wisdom of God.
We are ordinary humans trying to do a job under
a democratic system. Democracy is not perfect
but it is the best system that we have been
able to devise during the history of the world.
The people who are placed in the position of
being engineers are there because of our
democratic system and because they have been
especially trained through both education and
experience to handle those jobs.

Now it is true that you can point at any I
position in the united States, and probably
there is someone who could perform that posi-
tion better. This is what makes democracy
great and makes us all hold to the system of
our American government. I'd like to point out,
however, that no one on our Board, no member of
