"'i'U/O

MR. STAPLETON:

MR. EPPERSON:

absence of major structures needed for the
railroad under the Narrows estimate. They
would also consider the cost of relocating
gas and oil lines traversing the Narrows
Reservoir area which has apparently not been
included in the new estimate.

I

The Weld County site has 90,000 acre-feet
more allocated for irrigation storage than at
the Narrows. This additional volume of irri-
gation storage has value, and, of course, has
an offsetting effect against the cost differ-
ence.

In summary, it is believed that proper
time has not been permitted to date for the
irrigators to digest and evaluate the new
design criteria and cost estimates of the two
dam sites, that the evaluation would lead to
points of legitimate argument concerning
specific items of cost, that the oil well
acquisitions are nebulous in nature and may
well be much higher in cost than thought,
that consideration should be given to elimina-
tion of the $3.8 million per year in existing
income in the Weldon Valley through inundation,
and that consideration be given to South Platte
Valley harmony which cannot be achieved through
choice of the Narrows site."

"Thank you, Mr. Wright.

Mr. Epperson."

",Mr. Chairman and members of the Water
Board, my name is George A. Epperson and I
am a practicing attorney in Fort Morgan. I
have been counsel for the Bijou system now
in my 30th year and I am one of the attorneys
for the Water Users Association.

I

I want to thank you for your patience in
listening to these papers this morning. I
could add quite a bit more, I am sure, if we
had the time, and more particularly to the
history that Larry Sparks gave this morning
