offer was made in 1963 and we renew the offer
in 1964.

In conclusion, the Colorado Water Conser-
vation Board is urged to be cognizant that a
dam on the South Platte River at the Weld I
County site will not only provide all of the
benefits claimed by proponents for a dam at
the Narrows site but in addition would supply
needed water for 55,000 acres of land now ,in-
eluded in the boundaries of the Weldon Valley
Ditch Company, Riverside Irrigation System,
and the Bijou Irrigation System.

Finally, the Weldon Valley Ditch company
has resolved to furnish financial aid, and to
provide personal representation before the
Congressional Appropriations Committee to
oppose any funds for construction of a dam on
the South Platte River channel at the Narrows
site. '

"My name is Cecil J. Osborne. I am a
practicing, general civil engineer. I have
been engaged as a construction engineer on
highway projects for 5 years, leaving as
superintendent of construction; 5 years as
a hydrologist with the surface water branch
of the Geological Survey; over 20 years as
superintendent of the Riverside Irrigation
District; and 15 years concurrently as consul-
tant for many ditch companies, oil companies
and individuals over all of northeastern Colo-
rado. Construction problems along and under
the South Platte River have been mastered.
