I

I

MR. STAPLETON:

MR. SAMPLES:

users that could be served by just moving the
dam approximately 15 miles further west and get
a uni~for this project for a difference in
cost in this amount, which seems so small for
a project of this magnitude, then we must assume
that you don't really care what is really good
for our South Platte water and the people of
the State of Colorado.

Thank you."

"Thank you, Mr. Whitney.

The next speaker is Mr. Samples."

"I am Mr. Robert Samples and I am going to
be representing our attorney on this statement
for the Riverside because he couldn't be here
with us today. So I'll read his statement:

'Historically and practically, the higher
the point of storage, the better and more
efficient use of water can be made. If a dam
is built at the Weld County site, storage is
high enough to give one additional beneficial
use of the water before it returns to the
river and by the Bureau's own studies there
will be no material difference in the amount
of water available lower in the river. In
fact, the Bureau's studies show that there will
be an additional 12,000 acre-feet of water
available for beneficial use from the Weld
County site more than could be from the Narrows
site.

Of the some 170, 000 acres that might be
benefited from the waters of the lower South
Platte, 55,000 acres cannot be benefited from
the Narrows site. The Narrows site is too low
to give any delivery of exchange for the Bijou
Irrigation System which provides water to some
25,000 acres. It will destroy approximately
10,000 acres in the Weldon Valley which includes
some of Bijou, some of Riverside and some of
Fort Morgan Canal land, and it cannot feasibly
and economically provide water for the 22~000
