In light of the concerns described in p~ A below, the DD has developed a short- <br />term fallowing transfer program described in Part B 1:Ielow, which could be convertible into a <br />long-term conservation and transfer program on con~tions described in Part C below. <br /> <br />The lID Board remains committed to help Cat-iforoia's jani-or right holders solve the <br />long-outstanding problem regarding over use of Colqrado River water. The no Board proposes <br />to assist California's need for conservation and transfer' of'Colorado River water in the following <br />two stages. First. IID would enter into a short tenn land fallowing and transfer program for 5 <br />years. Why the QSA was Unac::ceptable <br /> <br />1. The IID Boa:rd's failure to approve the proppsed QSA and related transfers on <br />December 9 resulted from the unacceptableirisk of making a long-term 75 year <br />commitment in the face of substantial risks posed by unresolved enviromnental issues <br />and other concerns as set forth below. <br /> <br />2. The following environmeptal issues were oPt resolved: <br /> <br />a. Necessary permits from state and fe~eral resource agencies for the tenn of the <br />proposed transfers have not been oqtained; <br /> <br />b.
