Tn particular, we appreciate the hard work you and your staff have put into <br />the process for California water ehtities to execute the Quantification Settlement <br />Agreement (QSA) by December 31, 2002. <br /> <br />The State is extremely concemed that California has failed to meet this crucial <br />deadline. While we appreciate the substantial efforts of California parties, Colorado is <br />steadfast in its insistence that California reduce its Colorado River use to its entitled 4.4 <br />million acre feet per year. <br /> <br />. <br /> <br />Should the QSA go unsigned, there is no other option but immediate suspension <br />of the Tnterim Surplus Guidelines on January 1. As Colorado suffers from the worst <br />drought experienced in 300 years, we cannot and Vlill not support so-called "surplus" <br />deliveries to California. . <br /> <br />Thank you again for your efforts. <br /> <br /> <br />eg E.
