Part 417, ImperialIrrigation <br />District (IID) requested diversions of3.l million acre feet (mat) at Imperia! Dam and, as a result <br />of the water conservation program with the MetropolitaJl Water District of Southern California <br />(MWD), 104,000 af of diversions at Parker Dam. The Bureau of Reclamation (Reclamation) <br />consulted with IID with respect to its water order for C~lendar Year (CY) 2003 on November 14, <br />2002. . <br /> <br />Acting on behalf of the Secretary of the Interior (Secretluy) and pursuant to a specific Delegation <br />of Authority from the Secretary in this matter, this is th~ fina!43 C.F.R. Part 417 determination of <br />an approved Colorado River water order for IID for CY 2003. <br /> <br />Aooroved Water Order ifOuantification Settlement All:reement is Executed bv <br />December 31. 2002 . <br /> <br />The availability of Colorado River water supplies withiJ).. the lower Basin is determined each year <br />by the Secretary of the Interior in the Annual Operating Plan for Colorado River System <br />Reservoirs (AOP). The Secretary's determinations in t)le AOP implement her role as water <br />master for the lower Colorado River pursuant to applicable federal law, as confirmed by the U.S. <br />Supreme Court in Arizona v. California, 373 U.S. 546 (1963). The Secretary adopted the 2003 <br />AOP on December 16,2002. <br /> <br />The 2003 AOP 8pecifically provides that in the event tliat the QuantifICation Settlement <br />Agreement and its related documents are executed by December 31, 2002, consistent with the <br />applicable provisions of the Interim Surplus Guidelines~ the Full Domestic Surplus will govern <br /> <br />f. <br /> <br /> <br />. <br /> <br />. <br />
