SUBJECT: Agenda Item 14a, November 23-24, 1998 Board Meeting -
Water Project Construction Loan Program - Revisions to Lending Policy

Introduction

This memo consolidates past revisions to the rate setting aspect of the Board's Lending Policies
as described in Section 1.3.2 of the Board's Guidelines for Financial Assistance through the
Colorado Water Conservation Board Construction Fund, dated August 1994.

Background

Beginning with the November 1994 meeting, the Board has been using a standard interest rate
structure based on the type of project (agricultural, municipal, and commercial) and median
household income for municipal projects. This change in policy was documented in a memo to
the Board dated January 9, 1995. The standard lending rate for projects recommended to the
General Assembly has been based on this structure and determined annually at the November
meeting.

At the November 1997 meeting, the Board adopted further revisions to the lending policies and
. procedures as documented in a Board memo dated November 14, 1997.
