Department of Agriculture, or othe~vise obtainec,to determine the effect of
the plan on water rights on the Fountain and Arkansas Rivers and on the
ability of Colorado to meet its obligations under the Arkansas River Compact.

After discussion of the report of the Department of Agriculture I
on the proposed plan of watershed development in the basin of the
Fountain River, a'tributary of the Arkansas River in Colorado, it
was moved by George Fughe and seconded by A. E. Headlee and John
Beaty that the Colorado Water Conservation Board object to and
oppose carIJ'ing out the plans set forth in the report until ade-
quate data, studies and inforcation were made available by the
Oepartment of Agriculture, or through other s0urces, to determine
the effect of the plan on water riGhts held Qy Colorado. citizens
on the Fountain and Arkansas Rivers in Colorado, and also until
the effect of the operation of such plan on Colorado's ability to meet
its obligations under the Arkansas River Compact. had been determined;
that Colorado should oppose any effort for authorization of the plan
by Congress Q~til the matters mentioned herein are resolved; and
that the Director is authorized to submit comments. to the Secretary
of Agriculture to this effect.

On vote being taken, the motion was carried unanimously and
declared adopted.

The meeting adjourned at 4 p.m., on May 5, 1952.
