The Recovery Program is a <br />mutually-supported effort involving the states of Utah, Colorado, <br />Wyoming, environmental organizations, power users, water <br />development interests, Bureau of Reclamation, U.S. Fish and <br />Wildlife Service and the Western Area Power Administration. This <br />Program has objectives of cooperatively recovering four <br />endangered fish while allowing water development to move forward <br />in compliance with the Endangered Species Act. Due to the <br />transcending nature of the ESA, timely implementation of actions <br />associated with' the Recovery Program is essential to continued <br />efficient water management and use. To preserve comity and for <br />economic as well as ecological reasons, the state of Utah was a <br />major player in the creation of the Recovery Program, and has <br />been an active participant since the Program was formally <br />initiated in 1988. <br /> <br />The state of Utah supports the following requests: <br /> <br />1. That the Subcommittee support the appropriation of $636,000 <br />of resource management funds to the U.S. Fish and wildlife <br />Service to meet its funding commitment to the Recovery <br />Program. This is the amount requested in the President's FY <br />1999 budget proposal and is approximately the sa~e amount <br />requested in previous years. <br /> <br />2. That language be included in the Subcommittee's fiscal year <br />1999 appropriations legislation to indicate that $200,000 of <br />Section 6 funds should be allocated to the Recovery Program <br />before the FWS formula for allocating funds among its <br />regions is applied. The ESA Section 6 budget for all 73 <br />listed species in FWS Region 6 is expected to be $429,000 in <br />
