McDade <br />Chair, House Appropriations SubcommitIee <br />On Energy and Water Development <br />Rayburn House Office Building, Room 2362 <br />Washington, D.C. 20515 <br /> <br />Roy Romer <br />Governor <br /> <br />Dear Chainnan McDade: <br /> <br />I am writing to request your support for an appropriation in fiscal year 1999 of $8.687 <br />million to the U.S. Bureau of Reclamation ("Reclamation") for Endangered Species <br />Recovery Programs and Activities for the Upper Colorado Region. <br /> <br />This amount is included in the administration's proposed fiscal year 1999 budget for <br />Reclamation. The money will be used to fund the Recovery Implementation Program <br />for Endangered Fish Species in the Upper Colorado River Basin, which would receive <br />$7.628 million; the San Juan River Recovery Implementation Program, which would <br />receive $459,000; and for Activities Designed to Avoid Jeopardy, which would receive <br />$600,000. <br /> <br />The Recovery Program is made up of participants from the states of Colonldo, Utah and <br />Wyoming, Indian tribes, environmental organizations, power users, water development <br />interests, Reclamation, the U.S. Fish and Wildlife Service, and the Western Area Power <br />Administration. The objective of this Recovery Program, now in its 10" year of <br />operation, is to cooperatively recover four endangered fish while allowing water <br />development to move forward in compliance with the Endangered Species Act. <br /> <br />- The Recovery Program has already initiated specific studies and actions to prepare for <br />capital construction projects necessary to recover the endangered fish. These activities <br />included building fish passages to historical habitat, securing water and water rights, <br />instream flow protection on the Colorado, Gunnison, and Yampa rivers, and the re- <br />operation and modification of existing water projects. Program participants also have <br />worked to restore fish habilat in Utah and Colorado, and to develop propagation and <br />genetics management facilities. The fiscal year 1999 funds we are requesting will <br />enable these vital activities to continue and to be successfully implemented in subsequent <br />fiscal years. <br /> <br /> <br />Similar letters sent to: <br /> <br />Sen.
