Domenici <br />March 3, 1998 <br />Page 2 <br /> <br />continuing development in the Upper Colorado River Basin <br />portion of the three participating States. <br /> <br />Beginning in Fiscal Year 1994, the Recovery Program. <br />initiated specific studies and actions in preparation <br />for the construction projects and programs necessary to <br />recover the endangered fish. These activities included <br />restoration of fish passage to historical habitat, <br />providing instream flow and habitat flow maintenance and <br />protection (in full compliance with the involved States' <br />water laws) and changing reservoir release patterns or <br />other modification of existing projects. Other efforts <br />include fish habitat restoration projects, (flooded <br />bottomlands and wetlands in Utah and Colorado that <br />provide habitat for young fish) and development of <br />facilities for propagation and genetics management. The <br />Fiscal Year 1999 USBR budget line item that this letter <br />is supporting will enable these vital activities to <br />continue and to be successfully completed 'in subsequent <br />fiscal years. <br /> <br />. <br /> <br />. <br /> <br />The State of Wyoming greatly appreciates the <br />Subcommittee's support of the Recovery Implementation <br />Program for Endangered Fish Species in the Upper <br />Colorado River Basin in past years. We respectfully <br />request your continuing funding support for. this vi tally <br />important multi-state, multi-agency program. With the <br />funding support of all participating states and the <br />Federal Government, this Program is succeeding in <br />meeting the most challenging tasks of accomplishing <br />conservation and recovery of the four endangered fish <br />species while allowing water use and development to <br />occur in the Upper Colorado River Basin in full <br />compl iance wi th the Endangered Species Act.
