BASIS FOR INSTREAM FLOW RECOMMENDATION

. The DOW documented that a natural environment is present in the form of a rainbow trout fishery.
. Based on DOW and DPOR's biological recommendation, flows 00.5 cfs, summer, and 2.5 cfs, winter,.
are necessary to preserve the natural environment to a reasonable degree. However, the Summer &
Winter instream flow recommendations were reduced to 1.0 cfs (4/15-7/14), 0.5 cfs (7/15-8/14) and 0.3
cfs (8/15-4/14) based on the water availability analysis. The DOW and DPOR believe the lower flow
recommendations will still preserve the natural environment.
. CWCB staff has conducted a water availability analysis and determined these amounts are available for
the Board's appropriation,
. CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
