The
one",. . alternative which would allow the proposed project to be constructed and
operated without jeopardizing... the fish,..is the release of water from the
Dolores Project, or from other projects that regulate flows in the Colorado River,
to replace the depletions caused by the Dolores Project... To compensate for this
loss of water from the river system, it may be necessary that an equal volume be
released to the Colorado River from one or more projects. This alternative would
prevent the Dolores Project itself from jeopardizing the existence of the fishes of
concern. "

Dolores Project depletions were estimated at 131,000 af in the opinion; however,
the project is essentially at full development and actual depletions are around
81,000 afat Lake Powell and 105,000 afat the Dolores-Colorado River
confluence,6

6 Return flows from the Dolores Project enter the San Juan River and then Lake Powell.

7
