~

.

Point, the reservoir drawdown rate is limited to a maximum of 3 feet per day at
reservoir elevations below 7144 feet. For reservoir elevations above 7144, if the
reservoir drawdown rate is expected to be greater than 3 feet per day, then visual
observations should be made of Landslide A,

-Existing I@Hg t~rm water and power contracts from the Unit will be included in No
Action (note that CRSP power contracts are not "unit specific" but apply to integrated
project facilities). Water contracts have flexibility underwater shortage conditions and
power contracts are flexible to adjust to changing hydrologic conditions and compliance
with laws and regulations. Under No Action it is assumed that Reclamation would
continue to assist Western Area Power Administration in meeting contract needs while
following relevant laws and regulations.

-Continue to meet power system requirements of the North American Electrical
Reliability Council and the Western Electricity Coordinating Council such as generation
control, voltage regulation, black start capability, and reserves. In BimJlI~ t~rm8 addition,
Unit operations--such as Morrow Point peakingncan be used in emergency situations to
prevent major power problems in the West.

-The Unit would be operated subject to C@l~raa@ water laws and water rights as
decreed under Colorado water law, and the Law ofthe River3,

.

-Reasonably foreseeable future depletions will be included in the No Action
Alternative (i.e. modeled under No Action as being depleted at the point of use):
EJliBiing ..~alid J!lw:ate 81.8 ~1.i\!Jhg J:at~r stsragB Beful ~r. aIHnat!sn, 8.€lJlluliORB,
di.;grsien8, alul USBS Re3enlillg t8 '::atgr rights tmder the aiats pvi€lRt:; 3~'8teli1 in
the C tlnni~Hnl HaBia ;-.:€ndd etHltilllU}.
-Existing depletions in the Gunnison River basin from tbe exercise of private
and public water rights under Colorado law (including evaporation,
diversions, transpiration, etc) would continue.

-Estimated portion of the 60,000 af subordination (Aspinall rights subordinated to
water uses in the Gunnison Basin upstream from Crystal Dam) being used at this
time [i.e. 10,000 af +/- in place now]. In narrative recognize that m~r~ @ftlie up
to 60,000 af may be used in the future and its use would not he precluded hy
the proposed action. When action alternatives are developed, the unnsed
portion ofthe 60,000 afwill continne to go downstream on an interim basis,
until such waters are developed and utilized for beneficial consumptive use
purposes pursuant to the subordination agreement, and thus on an interim
basis will be part of the flow utilized to assist in meeting flow

3 Several cooperators have stated that the Aspinall Unit water decrees require that releases, including
storage, be made 88,11 fer aging Vnit BtBrage to reduce the need for downstream seniors to place "calls" on
the river and thereby provide general benefits to water users in the basin, In practice, the No Action
operations to meet Unit purposes often accomplish this; however, under No Action there will not be
specific storage releases for downstream seniors.

5
