As described above, the baseline includes the past and present impact of all Federal,
State, or private actions and other human activities in the action area; it does not
distinguish between discretionary and non-discretionary actions. The baseline is a
description of past and present impacts. Because the present operation of the Aspinall
Unit involves a range of practices that has evolved over time and a range of inflows, it is
appropriate to recognize this range in the baseline. However, for modeling purposes
ranges may not be practical to use and a "reference" operation may be selected.

t

The environmental baseline will be similar to the No Action alternative-Unit in place
and operating to regulate river and meet Unit purposes, The baseline includes the historic
flow regime of the Gunnison and Colorado rivers updated to reflect current depletion
levels and operating practices. The baseline will include future depletions that have
undergone Section 7 consultation under the Endangered Species Act.

III. "Existing Conditions" will be described in the EIS as a snapshot of present (2005)
conditions, For discussion purposes, we will tentatively assume that this will be similar
to the "No Action Alternative" in terms of hydrologic conditions with minor exceptions:
--no future water uses proj ected

t

10
