<br />As described above, the baseline includes the past and present impact of all Federal, <br />State, or private actions and other human activities in the action area; it does not <br />distinguish between discretionary and non-discretionary actions. The baseline is a <br />description of past and present impacts. Because the present operation of the Aspinall <br />Unit involves a range of practices that has evolved over time and a range of inflows, it is <br />appropriate to recognize this range in the baseline. However, for modeling purposes <br />ranges may not be practical to use and a "reference" operation may be selected. <br /> <br />t <br /> <br />The environmental baseline will be similar to the No Action alternative-Unit in place <br />and operating to regulate river and meet Unit purposes, The baseline includes the historic <br />flow regime of the Gunnison and Colorado rivers updated to reflect current depletion <br />levels and operating practices. The baseline will include future depletions that have <br />undergone Section 7 consultation under the Endangered Species Act. <br /> <br />III. "Existing Conditions" will be described in the EIS as a snapshot of present (2005) <br />conditions, For discussion purposes, we will tentatively assume that this will be similar <br />to the "No Action Alternative" in terms of hydrologic conditions with minor exceptions: <br />--no future water uses proj ected <br /> <br />t <br /> <br />10 <br />
