In past years, the CWCB
staff has held Instream Flow Workshops in February to receive requests for new instream flow and
natural lake level appropriations for streams and lakes in Colorado from local, state and federal
agencies as well as other interested persons. These requests are then considered by the CWCB staff
to be incorporated into the Instream Flow Work Plan to be considered for appropriation in future
years.

As in past Instream Flow Workshops, the 2005 Workshop will provide an opportunity for agencies
and interested parties to provide comments and recommendations. In addition, the CWCB staffwill
discuss potential changes to the Work Plan and the Rules concerning the Colorado Instream Flow
and Natural Lake Level Program. A few of the topics that CWCB staff would like to discuss at the
2005 ISF Workshop include:

. The current ISF Work Plan and potential improvements;
. Incorporating the Water Acquisitions Program into the ISF Work Plan;
. Current prioritization criteria;
. Potential changes to the ISF Program Rules; and
. Natural lake level appropriations.

Staff anticipates broad public attendance and requests Board Member participation and that a
meeting date and location be determined at the Board's November 2004 Board Meeting. Potential
dates which are suggested for the 2005 ISF Workshop are February 16, 17,23 or 24. Staff requests
that the Workshop to be held in the Denver area. This will be a one day meeting that will run from
10:00 a.m. to 4:30 p.m. including a working lunch which will be provided for participants.

Flood Protection.
