I

I

development of power sites, power lines, the construction of reclama-
tion project dams or interfere with the then existing grazing lands.
This assurance was given in craig, Colorado, by Nr. David Matson rep-
resenting the United States Government, June 8, 9 and lO, 1936."

My father testified at those hearings, as a matter of fact. When later
one question was raised concerning these promises, !-Jr. I1atson, who was
then still living, documented the fact that he did make these promises
in written affidavit form, such affidavit now being in the possession
of the National Park Service and United States Congress.

I am very much concerned about the Park Service statement that was in
the original hearing on the wilderness proposal about opposing anything
that would alter the quantity or quality of water up or down. Those of
us here in northwest Colorado are quite concerned. We think we are
behind the eight ball in that we have a great amount of unused water
here. We have some good damsites. The Northwest Water Council
certainly wants to work with your board and with all of the people
towards the completion of a feasibility report, the authorization and
the construction of some projects in this part of the state. This
afternoon you will have a chance to see what we think is a very, very
good project.

If these wilderness impact proposals are circulated as they have been
in the past, and on that list Si, I believe, were the Wilderness
Society and the Sierra Club. They all got a copy. You guys didn't
get a copy of that original proposal. I think that certainly the water
users should also be informed. I think those who are concerned about
water use also need to be informed. Thank you very much.

Hr. Stapleton: Thank you, Sam. Now, is there going to be any further
discussion on this?

Mr. Sparks: Is Dave Crandall here? Dave, is somebody going to make
a statement?

Nr. Crandall: Yes, I would ask our western Colorado project manager,
Nr. Ed Wiscombe, to report to you on the status of the Lower Yampa and
Savery-Pot Hook projects.

!-Jr. Wiscombe: Thank you, ~tr. Crandall. ~tr. Chairman and members of the
board, ladies and gentlemen, we are happy to be here to participate
today. We have I'tr. Rinckel, senior staff officer from Grand Junction.'
He will help me out with some maps we have on the other side of the
room there. In order to give him a moment to get set up, we would like

-21-
