Reid: We can't very well say that we withdraw all of our objections <br />to all projects. It is not just water dams and structures like this, <br />but everything outside of the park has an effect on the park. And in <br />carrying on our responsibility to maintain the integrity of the park, <br />of course, we do have to be concerned about what goes on outside. We <br />are not going to totally inhibit it. We can't. <br /> <br />~tr. Moses: I just hope you will - maybe I didn't make myself clear, <br />but it seems to me that construction of a project like the Lower <br />Yampa might make it possible for you to have minimum stream flows in <br />excess of what would naturally be available by releases from storage. <br />I think we have a common interest in that kind of thing. If you have <br />long-range holdover storage you will then be in position to augment <br />the low flows. I hope you take a careful look at benefits as well as <br />the detriments. <br /> <br />Mr. Reid: Yes, we recognize that. <br /> <br />!-Jr. Sparks: It is understandable obviously that as each new project <br />might come on the line in the Yampa you have to analyze that particular <br />project in connection with the problem of Dinosaur. We can well under- <br />stand that you can't make a blanket endorsement of all future projects. <br />That is our position also. <br /> <br />Our immediate problem is the one of the Savery-Pot Hook project. We <br />have that matter pending today in the United States Senate. The House <br />of Representatives just less than two weeks ago appropriated $200,000 <br />to initiate construction of that project. That together with $250,000 <br />that we have in holdover funds means that we expect to get the project <br />uhder way this next fiscal year. At this point we can assume, I gather, <br />that the National Park Service will not actively oppose the Savery-Pot <br />Hook project, but that you are going to take a hard look at anything <br />further to determine its effects upon the flow through the Dinosaur <br />area. <br /> <br />I <br /> <br />Mr. Reid: That is correct. <br /> <br />~k.
