formulate and report back to this Board, through
the Legal Committee of the Commission, the Engi-
neering Committee of the Commission, and the
Corrnnission itself, some proposed questions which
we intend to ask the Secretary of the Interior
in connection with this Lower Basin development.
In other words, we feel that we must know whether
or not Arizona is going to continue to contend
that the Gila River, the Bill Williams, and the
other downstream tributaries are exempt from the
Colorado River Compact. If they continue to
make this assertion then we will be forced to
attempt to protect ourselves in any legislation
which authorizes the Central Arizona Project or
other downstream projects. This question we re-
gard as extremely serious with reference to these
tributaries."

Colorado, at this point, should not intervene
in any respect."

"That all we will have to do is await the
final decree of the Court and that there is
nothing we can do except historical interest at
this point."

"The final decree of the court, we anticipate,
will be rendered sometime within the next few
months."

"I'd like to add one point of interest. A
press dispatch from California indicated that
the California water users are becoming quite
favorable toward this Lower Basin plan that Secre-
tary Udall proposed. There were some questions
as to whether they would but they apparently are
going to go along."
