"He may be country bumpkins from western
Colorado, with straw coming out of our shirt
sleeves and our ears, but we don't believe that
the piddling amount of water that is mentioned
here is what's involved. We're not so ingenuous
as to believe that that's all that is being
ta lked about here. vle I ve had a few words with
city slickers in the last few days and we are
not about to believe them anymore. If Elliott
is not mixed up in this, he will be before very
long. If he isn't, somebody else will. This
contract is like the little Dutch boy pulling
his hand out of the hole in the dyke - the hole
gets bigger as soon as you pull it out.

I I m like John Barnard. I want to know the
bug under the chip. And I want to know it fast
and I think that this is absolutely just a bunch
of malarky; that there's a lot more behind it
besides the amount of water they say is involved.

Mr. Sparks said in his memorandum that this
is not in violation of Senate Document No. 80.
We in western Colorado think it is but, of course,
a layman arguing with a lawyer is like the hus-
band arguing with his wife - you might as well
give up.

I know it's in violation of the spirit of
Senate Document No. 80. I was a young man in
Grand Junction when that was negotiated and I
heard Frank Merriell tell a thousand times what
