President Bush has <br />requested $351 million in annual funding for the Federal Emergency Management Agency's (FEMA's) <br />proposed Map Modernization program, as compared with the current level of funding for floodplain mapping <br />of $35 million annually. Congress is currently considering the President's request, and a decision could be <br />expected in the next two months. <br /> <br />There is no formal funding mechanism currently in place for consistently paying for the preparation of <br />floodplain maps. The development of up-to-date maps will provide a means to identifY flood risks, guide <br />appropriate real estate purchase decisions, guide appropriate local land use decisions, and make available the <br />necessary technical infonnation to plan and design appropriate flood hazard mitigation improvements. These <br />maps will, therefore, serve individual citizens and businesses in Colorado, local governments, state agencies, <br />and federal agencies. This is a program having statewide significance. <br /> <br />. <br /> <br />Staff has requested funding to establish a long-term statewide program based on the anticipated federal <br />funding, state funding, and local funding. The proposed funding source for the state share is the CWCB <br />Construction Fund. The local share would consist oflocal cash and local in-kind funding (e.g. local GIS <br /> <br />Flood Protection. Water Project Planning and Financing.
