Greeley and Loveland Irrigation Company - Boyd Lake Outlet Project

Introduction

The Greeley and Loveland Irrigation Company (GLlC) is applying for a $1,000,000 Small Project Loan
from the Construction Fund to replace the existing low-level outlet works at the Boyd Lake Dam. The
estimated total cost of the project is $1,345,000. Please see the attached project summary and map,

Backaround

The Greeley and Loveland Irrigation Company (GLlC), and its sister company the Seven Lakes
Irrigation Company (SLlC), own and operate an extensive system of reservoirs and canals in the
Loveland and Greeley area. GLlC owns 4 reservoirs (including Boyd Lake) and SLlC owns 5
reservoirs (including Horseshoe Lake, immediately adjacent to Boyd Lake.) _ SLlC does not have its
own delivery system but relies on GLlC to carry its water to shareholders. The proposed Boyd Lake
Outlet project involves only the GLlC. GLlC and SLlC water is used primarily for the irrigation of
14,000 acres of agricultural lands in Larimer and Weld counties. Over 50% of GLlC water is in
municipal water use by the Cities of Greeley and Evans.

In 1997-98 the GLlC completed a comprehensive feasibility study for rehabilitation of their water
storage and distribution system (including SLlC facilities). This was done with the help of a CWCB
$23,400 Construction Fund loan, and a $10,000 Small Dam site grant. In November 1997 the
CWCB approved a $308,000 loan to GLlC for their highest priority, improvements to the outlet and
spillway of Equalizer Dam. The study also identified the possible need for improvements to the
Boyd Lake spillway, as well as Horseshoe Lake spillway, as both reservoirs basically operate
together asa system. GLlC and SLlC have been working with the State Engineer's Office (SEa)
to further refine the scope of necessary spillway improvements to meet dam safety guidelines.
