Given the subordination of the Aspinall <br />unit water rights to 60,000 AF of future upstream <br />in-basin depletions, any impact will not be felt <br />until after that 60,000 AF is fully utilized. <br />currently only about 1900 AF of the subordination <br />is being utilized. <br /> <br />Recommendations <br /> <br />The draft report has not yet been circulated for public review <br />and comment. Furthermore, all the appendices have not been <br />finalized. However, the findings of the report clearly suggest <br />that it is appropriate to proceed with a preliminary notice for <br />public consideration along with the draft report. <br /> <br />Therefore, staff recommends that the Board (1) authorize the <br />staff to release a preliminary notice seeking a 300 CFS instream <br />flow on the Gunnison below the Gunnison Tunnel with the donated <br />water right providing that instream flow; and (2) authorize the <br />staff to circulate the draft report for review and comment. <br /> <br />DRS/gl <br />Attachments <br /> <br />TNCAG591 <br /> <br />3 <br />
