The NPS <br />will most likely pursue their reserved right claims in court. <br /> <br />d) The u.s. Fish and Wildlife Service has initiated Section 7 Consultation studies <br />with respect to the endangered fish in the Gunnison and Colorado Rivers. <br />This agreement will most likely not solve any of the issues relating to that <br />consultation. <br /> <br />Recommendations <br /> <br />The staff recommends that the Board authorize us to continue discussion with the <br />Bureau and the NPS, and other interested parties with the understanding by the <br />Bureau and NPS that the Board may ultimately not participate in this agreement and <br />in fact may oppose such a settlement. <br /> <br />EIJ / dbr <br /> <br />dr005.memo <br /> <br />3 <br />
