<br />J <br />I <br /> <br />GUIDELINES CONCERNING WATER CONSERVATION PLANS PREPARED BY <br />COVERED AND PLANNING ENTITIES AND SUBMITTED TO THE OFFICE OF <br />WATER CONSERVATION AND DROUGHT PLANNING FOR REVIEW AND <br />APPROVAL <br /> <br />l <br />. <br /> <br />DRAFT <br />I. TITLE. Guidelines concerning Water Conservation Plans prepared by covered and planning <br />entities (as defined in Section 4 of the guidelines) and submitted to the Office of Water <br />Conservation and Drought Planning ("Office") for review and approval as required in S37-60-126 <br />CR.S., shall be hereinafter referred to as the "Water Conservation Plan Guidelines." <br /> <br />2. PURPOSE OF GUIDELINES. The Water Conservation Plan Guidelines as presented herein <br />are to be used by the Board and the Office when reviewing and approving Water Conservation <br />Plans submitted to the Office in accordance with g 37-60-126 CR.S. Water Conservation Plans <br />may be submitted to the Office for review and approval by a "submitting entity" that consists of <br />one of the following: <br /> <br />a) Covered entities that are required to submit and adopt a Water Conservation Plan in <br />accordance with ~ 37-60-126 CR.S.; or <br />b) Planning entities that desire having a Water Conservation Plan reviewed, approved and <br />posted on the Board website by the Office. <br /> <br />In addition, these guidelines apply to any covered entity or planning entity that is seeking to gain <br />approval from the Office of an updated Water Conservation Plan. These guidelines are intended <br />to apply to any entity that submits a Water Conservation Plan to the Office for review and <br />approval, including but not limited to, any municipality, agency, special district, or privatcly or <br />publicly owned utility that seeks to: improve water use efficiency, wise water use, water <br />transmission and distribution efficiency, and supply substitution; and institute a long-term <br />increase in the productive use of water supply in order to satisfY water supply needs without <br />compromising desired water services. . <br /> <br />. <br /> <br />3. STATUTORY AUTHORITY. The statutory authority for the Water Conservation Plan <br />Guidelines is found at S37-60-l26, CR.s. Nothing in these rules shall be construed as authorizing <br />the Board to deprive the people of the state of Colorado of the beneficial use of those waters <br />available by law and interstate cUIIlpaci. <br /> <br />4. DEFINITIONS <br /> <br />Absolute Water Right: A water right that has been placed to beneficial use. <br /> <br />Acre Foot: The amount of water it would take to cover an acre of land to a depth of I foot, <br />approximately 325,851 gallons. <br /> <br />Annual Growth Rate: The increase in a given area's population during a period of one year <br />divided by the area's current population. This figure is expressed as a percentage and reflects the <br />numbers of births and deaths and the number of people moving to and from an area during the <br />year. <br /> <br />Board: Means thc Colorado Water Conservation Board as defined in SS37-60-101, <br />103 and 104, CR.S. <br /> <br />. <br /> <br />1 <br />
