<br />I <br /> <br />I <br /> <br />COLORADO WATER CONSERVATION BOARD MEETING MINUTES <br />Room 320E, State Capitol <br />Denver, Colorado <br /> <br />October 31. 1973 <br /> <br />The meeting was called to order by Mr. Stapleton, Chairman, at <br />10:03 A.M. <br /> <br />Mr. Stapleton: We will call the regularly scheduled meeting of the <br />Colorado Water Conservation Board to order. The first item of the <br />agenda is the approval of the minutes of the meeting'of July 11, <br />1973, that have been previously furnished the board. Are there any <br />additions or corrections to the minutes? <br /> <br />Mr. Ford: I move they be approved as presented. <br /> <br />Mr. Cornelius: I second' it. <br /> <br />Mr. Stapleton: It has been regularly moved and seconded that the <br />minutes of July 11, 1973, at G1enwood Springs, be approved as sub- <br />mitted. All those in favor signify by saying "aye" - opposed, <br />"No." The minutes are ordered approved. <br /> <br />The next item on the agenda is the continuation of consideration <br />of Senate Bill 702, relating to the establishment of the Flat Tops <br />Wilderness area. We have some continuing recommendations from the <br />staff. Larry, will you start this discussion out. <br /> <br />Mr. Sparks: Mr. Chairman, as the board knows, we have had two <br />previous meetings at which this item has been discussed. We <br />recently sent to the board a memorandum under date of October 24, <br />1973, with a recommended resolution. I don't have anything further <br />to say, other than what was contained in that memorandum. There <br />may be people here who would like to speak on this subject this <br />morning. <br /> <br />Mr. Stapleton: I am sure there are. I am sure the board is famil- <br />iar with the background. Do you care for any further background <br />from Mr. Sparks before we ask for comments from people on the floor? <br />Hearing none, who would like to address themselves to the recom- <br />mendation of the staff in consideration of Senate Bill 702? The <br />first hand I see is Mr. Barnard's. Mr. Barnard, let us hear from <br />you. <br /> <br />Mr. Barnard: Thank you, Mr. Chairman. I have a couple of books <br />back there that I thought I might quote briefly from, but I will <br />forego that because I thought it might be out of place to suggest <br />
