Applicant is proposing, to change its prorata share of the Lower Boulder Ditch <br />and Baseline Reservoir (in 94CW284), and North Boulder Farmers Ditch (in 94CW285) from <br />irrigation to municipal uses. As part of its appropriative right of substitution and exchange, the <br />applicant proposes to divert the water attributable to these rights to storage at several upstream <br />storage facilities on North Boulder Creek and Middle Boulder Creek.
