<br />-- <br /> <br />" <br /> <br />e <br /> <br />CROSS: We have modified the direction on the Water Rights Planning Model which we are <br />developing for the Colorado River System. After careful consideration and evaluation by our <br />technical staff they recommended that the CROSS use a modeling program which was originally <br />developed for the Colorado Water and Power Development Authority by Boyle Engineer. Ray <br />Bennett of the State Engineer's Office has modified the programming into a format which is quite <br />suitable for our system. Colorado State University has also been developing a program as a sub <br />contractor to Riverside Technology, however, the CSU model is not as suitable in the opinion <br />of our staff and consequently we will be using the model developed by Ray Bennet. Although <br />we will not be totally abandoning the CSU model it will not be the primary foundation of the <br />Water Rights PlanI?-ing model. We consulted with members of our technical advisory Committee <br />prior to making the decision. <br /> <br />We will be providing a demonstration of CROSS to the House Agriculture, Livestock and Natural <br />Resources and the Senate Agriculture, Natural Resources and Energy Committees. <br /> <br />Budget Issues: We have been successful in obtaining support for the legislative Joint Budget <br />Committee (JBC) for our supplemental request concerning the Nebraska vs Wyoming case, and <br />increased spending authority for the Weather Modification Program for this fiscal year (94-95). <br />In addition, our request for an additional FTE for the Floodplain Section and an additional state <br />vehicle have also been recommended by the mc for FY 95-96. <br /> <br />We are unfortunately having problems preparing reports on budget status for this meeting, since <br />our Chief Budget Office, Betsy Bartlett, has been ill for two months. Efforts are being made to <br />reassign duties to other staff to insure that we do not lose control of the budget. My compliments <br />to the special efforts of Dori Romero and Susan Maul for their willingness to fill the void created <br />as a result of Betsy's absence. Every effort will be made to have the reports at the Board <br />Meeting. <br /> <br />Western States Water Council: We are making arrangements to host the Western State Water <br />Council meeting on April 12, 13, and 14, 1995 in Durango. A tour of the Dolores Project is <br />planned and John Porter of the Dolores Conservancy District is helping us coordinate. The <br />meeting will be focused on developing positions concerning reauthorization of the Endangered <br />Species Act, and the Clean Water Act. <br /> <br />w:\boardmem\mar95\3dcl.mar <br />"m <br />
