LilecL C <br /> <br />FROM: <br /> <br />DATE: <br /> <br />March 6, 1995 <br /> <br />SUBJECT: <br /> <br />Agenda Item 3: Director's Report - CWCB <br /> <br />. <br /> <br />The following is a summary of major activities of the Director since the January 25-26, 1995 <br />Board Meeting: <br /> <br />Arkansas River: We continue to meet with the water users in the Arkansas River basin, including <br />the Coordinating Committee and individual well users groups. There has been an acceptance of <br />the concept of a loan for up to $1.5 million for the purposes of purchasing augmentation water <br />with conditions as we discussed at our last Board Meeting. A group of users came to Denver and <br />testified before the House Agriculture, Livestock and Natural Resources Committees in support <br />of the $1.5 million inclusion in our Construction Fund Bill. <br /> <br />The U.S. Supreme Court has set hearings for oral arguments to exceptions to the masters report <br />in Kansas versus Colorado for March 21, 1995 at 10 a.m. in Washington D.C. I plan to attend <br />that hearing, and arguments will be made by special council to the Attorney General David <br />Robbins. <br /> <br />e <br /> <br />Colorado River: There continues to be discussions in the Lower Basin as to methods to resolve <br />Nevada's request for additional supplies, and the next meeting of the Seven States and Ten Tribes <br />is scheduled for March 22, 1995. Although we understand progress is being made, we believe <br />that the cost to bank water in Arizona is a factor in Nevada's reluctance to reach an agreement. <br />The state of Utah has asked Colorado's opinion as to their proposal to lease up to 200,000 acre <br />
