Please see the attached project summary and map.

Backl!:round

Keeton Reservoir is located on Little Fountain Creek about six miles south of Colorado
Springs and one-half mile west of Highway 115 near Fort Carson in EI Paso County. The
City owns the dam site.

The reservoir had an original capacity of about 20 acre-feet and has been used as a source
of augmentation water for the City of Fountain. Water is piped from below the reservoir
for several miles to Fountain Creek to be used to offset depletions from four City-owned
wells in the Fountain Creek alluvium. The water rights used for that purpose are the most
senior on Little Fountain Creek.

The dam was built in 1935 and is a small earth-fill structure with a service spillway on
the north abutment and an emergency spillway on the south abutment. The emergency
spillway is the main subject of the rehabilitation project.

The State Engineer's staff inspected the dam in July 1997. The resulting inspection report
indicates that the dam would be reclassified from a low- to moderate- or high-hazard
structure because of several homes located immediately below the dam.

Flood Protection.
