Easement Guidelines-Chatfield Downstream Chaunel Improvement Project

At the November 6-7, 1995 Board Meeting, approval was given to grant requests for easements
in the CWCB right-of-way along the Chatfield Downstream Channel Improvement Project on a
case-by-case basis. At the May 22, 2001 Broad Meeting, staff was requested to formalize the
operating guidelines for the administration of the lands within the Chatfield Downstream
e Channel Improvement Project right-of-way.

Discussion
Since November 1995, the CWCB staff has been performing technical review and providing the
Board with recommendations under general guidelines for maintaining the design flood
conveyance of the improved flood channel for the South Platte River. The CWCB is partnering
with the South Suburban Parks and Recreation District to provide a quality recreational program
within the CWCB right-of-way. All of the Board's actions have been performed under the
operating requirements as outlined in the project "Operation and Maintenance Manual"
developed by the Corps of Engineers, Omaha District that is dated 1990.

On June 12,2001 the CWCB staff conducted a field tour with representatives form the South
Suburban Parks and Recreation District, Urban Drainage and Flood Control District, and the
Corps of Engineers to view development activities on the Chatfield Downstream Channel
Improvement Project right-of-way owned by the CWCB. The purpose of the trip was to gather__
field data to assist in drafting the attached guidelines and to make the guidelines as pertinent as
possible to the actual conditions in 2001.

Recommendation
Staff recommends that the Board review and discuss the attached Chatfield Downstream
hnprovement Project Easement Guidelines prepared by the Flood Protection staff. Following
Board review and comment, staff recommends approval and adoption of the Guidelines for
implementation on all future easement requests.
