<br />I <br /> <br />I <br /> <br />that the: only way we could: accommodate that. request would be to make it <br />as the last priority in our construction program, because we have <br />already granted previous priorities to other projects throughout the <br />state. <br /> <br />If, in fact, we get: additional funding for the next few years, as <br />requested, this does not pose any great problem, because the metering <br />program in Denver would probably take a period of at least five years <br />to accomplish. The state funding could come. in during that time. <br /> <br />A bill has been introduced by Senator Anderson and quite a few others <br />in both the Senate and the House to authorize the projects approved by <br />this board together with a project for the city of Denver. That bill <br />contains an appropriation of $3 million as we requested in our supple- <br />mental letter. There is a considerable problem in connection with the <br />$3 million because of the 7 percent limitation imposed by the legis- <br />lature last year for the forthcoming fiscal year. <br /> <br />The bill has already been heard by the Agricultural and Natural <br />Resources Committee of the Senate, and was reported out of that commit- <br />tee favorably.. It was sent then to the Senate Appropriations Committee. <br />That is where a critical determination will have to be made as to <br />whether or not funds can be made available for the appropriation. <br /> <br />That is a summary of it, Mr. Chairman. I believe that there are people <br />here from the Denver Water Board who can speak with more familiarity <br />about their problem than I can. <br /> <br />MR. Chairman, members of the board, and others, Larry, <br />I appreciate the opportunity to appear before your board today and <br />address the subject of metering. It is a significant element in our <br />program. It is one which is worthwhile from our standpoint, because <br />the metering of water service from a utilities standpoint :isreally the <br />only way to go. It is a concept whereby, through metering, you assure <br />that the individual using the water is paying for the service he gets. <br />This is the concept that Larry emphasized. <br /> <br />The program involves some 89,000 customers inside Denver who are not <br />metered at the present time and who would be required to meter if. we <br />go toa total metering program. . <br /> <br />The total estimated cost. of that program is roughly .$30 million. That <br />is on the basis of installing the current concept of metering, and I <br /> <br />-5- <br />
