WHEREAS. a floodplain information report entitled "Flood
Plain Information. Cottonwood Creek. El Paso County. Colorado."
dated September. 1976. has been prepared by the United States Army
Corps of Engineers. Albuquerque District. at the request of the
Pikes Peak Area Council of Governments and El Paso County; and

WHEREAS. said report describes and outlines the floodplain
data and information for the storm and floodwater runoff channels
or basins of the study area; and

WHEREAS. the Board of County Commissioners
County has requested the Colorado Water Conservation

WHEREAS. Section 37-60-106(1). qolorado Revised Statutes
1973. requires the Colorado Water Conserva~ion Board to assist in
the prevention of floods and flood damages therefrom; and

WHEREAS. Sections 31-23-201 and 30-28-111. Colorado
Revised Statutes 1973. provide that such legislative bodies of
local jurisdictions may provide zoning regulations for land uses
on or along any storm or floodwater runoff channel or basin only
after designation and approval by the Colorado Water Conservation
Board; and

WHEREAS. Section 37-60-106 (I) (c). Colorado Revised
Statutes 1973. directs the Colorado Water Conservation Board to
designate and approve storm or floodwater runoff channels or basins
and to make such designations available to legislative bodies of
local jurisdictions; and

WHEREAS. the staff of the Board has reviewed said report
and does hereby recommend to the Colorado Water Conservation Board
that the Board designate and approve as floodplain areas those areas
inundated by a 100-year flood (intermediate regional flood) as
described by the floodwater surface elevations and prOfiles in said
report;
