You will note that in every case the minimum stream- <br />flows that are being requested are considerably less than the minimum <br />streamflows' that have actually existed in the period of study. There <br />are times when the minimum streamflows do not exist as requested, but <br />these are rather infrequent times. This is the case with virtually <br />all appropriations. There is never a guarantee that any: appropriation I <br />will be filled. The hydrologic cycle is such that we simply don't <br />know. If you will notice from the charts, these minimum. streamflow <br />recommendations: are completely valid in light. of the actual river flow. <br />What we have recommended here in both cases would demonstrate that the <br />reduced minimum streamflows have been there historically all the time. <br />I don't think they are unreasonable and they are accurate as far as <br />what has actually happened historically. <br /> <br />MR.
