Tuesday, in ~he discussion.of-this legislation, I am:going,to <br />have to answer the following question: On the :assumption that all the I <br />agricultural users in the s~ate must ~e. metered under. the law (This is <br />called the headgate measuring:device), can the :agricultural user, the <br />irrigator ,. come in and make application for the same kind of assistance <br />from this board? . . <br /> <br />MR. SPARKS:. They already .have.:. : We have .authorized a number of <br />irrigation projects already, some last year and some of them in this. <br />current list. Obviously, we don't require the installation of " water <br />meters .for agricultural use..~ However, as Rart of the Trinche.ra project, <br />which is a joint district, federal government-board operation, we are <br />installing improved devices for the :measurement of. water. Many of <br />those they h~ve are deteriorated.. .That is a requirement under the state <br />law. TheState:Engineer requires that water:be measured from the <br />stream. Onecof our principal programs :is to help out the:agricultural <br />industry, and a substantial.amount of:the funding is going toward that <br />now and we hope it will accelerate .in the fut~re, particularly in view: <br />of the new, more rigid safety standards on dams. As you know, there is <br />a great national emphasis now being put on dam safety. That :is in- <br />creas ing the burden of the state Engine~r' s office to inspect dams~. <br />Two of the projects which were authorized last year were to . rebuild '. <br />those dams to safety ,specifications. As we get into the detailed <br />inspection of many of these older dams, .some of.them being built seventy- <br />five or eighty yeaFs ago, we are:finding more and more that the.irri- <br />gators will help in bringing those dams up .to . the new safety. standards i. <br /> <br />There certainly is no discrimination:against the agricultural:industry. <br />I think we have approved .every project so far for which we have:pre- <br />pared feasibility .investigations. <br /> <br />MR.
