The Bureau up to this <br />point has stated that it will be necessary to submit this report <br />to the seven states or other six states ot the Oolorado River <br />basin. 1 don't believe that it is neoessary. It has already <br />been authorized. The amount ot water which is stored is not <br />greatly inoreased, and allot the states inoluding Calitornia <br />otfered tavorable comments on the reauthorization, the seoond <br />reauthorization; and I can not see any real reason for resub- <br />m1tting to the states. It it 1s resubmitted to the states, it <br />will involve, a delay ot three months, and that will make im- <br />possible any authorization until the next Oongress. <br />HR.
