Also, there was a general <br />statement to the eftect that it conditions on the stream <br />ohanged,the partie s would have the right to apply for modi- <br />fications of the decree. <br />G1endo Reservoir is a new reservoir on the Foothill. <br />You would strictly apply the terms of the North Platte decree, <br />the authorlzation of construotion of that reservoir would give <br />a litigant a right to apply tor the reopening of that decree. <br />Of oourse, I am sure that all of the partles to that prolonged <br />litigation desire to have future matters settled, if possible, <br />wlthout further fighting in the court. The problem involv1ng <br />G1endo ls to work out a plan 80 that everyone is protected <br />fairly and reasonably and to try and evolve sC!lIlIe method of <br />disposing of the controversies which in the past have existed <br />along the North Platte without lt necessitating prolonged <br />11 tigaUon. <br />The thought that I have, and, I believe, it is the <br />general thought of those who attended the meeting last winter, <br />ls that until the Bureau comes forth with its eomprehens1ve <br />
