, ~

~17" --, ~,
!~

documentation information need to be prepared. This documentation effort will include .. '.
preparing floodplain mapping for communities that have poor mapping or no mapping or
verifYing existing mapping that proves to be "good." CWCS staff is working with the Colorado
Association of Stormwater and Floodplain Managers (CASFM) to prepare "Floodplain
Management 101" workshops to assist local officials in understanding how to meet their local
floodplain management responsibilities.

When spring comes and local Road and Bridge Departments have less snow-removal
responsibilities, CWCS staff expects to provide some assistance regarding bridges and culverts
and overall drainage patterns. The floods showed what drainage systems functioned well, and
what systems need some improvement. If funds permit, some of those improvements will be
undertaken.

Hazard Mitil!ation Grant Prol!ram

The Hazard Mitigation Grant Program (HMGP) provides 15% of the Disaster damage amount
(currently the 15% is estimated to be approximately $2 million) for mitigation projects. These
are projects which would make the situation better than it was before the floods. FEMA's
current preferences are for projects which take an non-structural approach to flooding problems
such as, elevation of existing floodprone buildings, acquisition and relocation of existing
floodprone buildings, and acquisition and demolition of existing floodprone buildings for
conversion of the area to open space.

In the Fall of 199752 Notices ofInterest (NOr's) in applying for HMGP funds were submitted .
by various local entities. A technical panel reviewed all of the NOI's and selected 8 candidate
projects to prepare full applications. The 8 candidate projects are:

. Fort Collins Flood Warning Program
. Fort Collins Floodproofmg Program
. West Vine Floodplain Project (Larimer County)
. SterlingILogan County Floodplain Project
· Weldona Floodplain & Drainage Project (Morgan County)
· Wiley Floodplain Project (Prowers County)
. Canon City Floodplain Project
. Pueblo Flood Warning Program

The CWCS staff has been very busy providing technical assistance to complete the HMGP
process.

L:/BOARDMEM/JAN98/ AGENDA-20A

. ,

.
