<br />-2- <br /> <br />presence for the project in Colorado. From the perspective of staff from the City of Colorado Springs <br />and staff from the CWCB who participated in the evaluation process, it was important to have a . <br />Colorado presence. URS was selected and is currently negotiating the first of a series of Scopes of <br />Work for portions of the overall project. Work is expected to begin soon. <br /> <br />Study Expectations and Scope of Work <br />The approval and funding ofthe Watershed Study represents some policy changes by the Corps. In <br />order to ensure that those policy changes would be part of the study, local officials had to convince <br />their Congressional representative to support them. The two most significant changes were that this is <br />a Watershed Studv rather than a Feasibilitv Studv. and that erosion and sedimentation are legitimate <br />central study issues and not just tangential issues. Unlike a Feasibility Study, a Watershed Study will <br />not generate a single comprehensive project, but rather it will develop prioritized individual projects <br />that can be "spun-off'. Those projects are "spun off' to the separate funding authorities of the Corps <br />that would be appropriate for financing each individual project. With regard to erosion and <br />sedimentation, it was important that these two processes be explicitly recognized, since they are in <br />many ways more significant problems in this particular watershed than flooding per se. <br /> <br />The Scope of Work between the Corps and Colorado Springs includes several categories of products. <br />The most important products are: <br /> <br />. Aerial mapping <br />. Floodplain information <br />. Data on climate, runoff, and hydrology <br />· Characterization of environmental and cultural resources <br />. Analyses of hydraulic conditions, erosion, and sedimentation <br />· Prioritization of conceptual project <br />· Cost estimates for the "spin-off' projects <br />· An implementation program for the "spin-off' projects <br /> <br />. <br /> <br />Project Schedule <br />The study is anticipated to last three years. With the project start occurring in March or April of 2004, <br />it is expected that the project will be complete in early 2006. At that time it is possible that some of <br />the "spin-off' projects may be ready to enter their project feasibility and design phase. <br /> <br />Board Action <br />This Agenda Item is an informational item. Representatives of the City of Colorado Springs and the <br />Pikes Peak Area Council of Governments will make a presentation to the Board.
