1. Need for Accurate Summary of October 15, 1998 Coordination Committee Meeting

As evidenced by discussions at the Biology Committee meeting on November 9, there is
considerable confusion regarding actions taken by the Coordination Committee regarding the flow
recommendations report on October 15, particularly with respect to what portions of the flow
recommendations were adopted, not adopted, and/or deleted. As a result, it is essential that an
accurate summary of the Coordination Committee meeting be prepared at the earliest possible
date. The summary should include a list of the motions made, amendments to the motions,
motions adopted, and who voted for and against the motions.

I urge your to prepare this summary at the earliest possible date.

2. Adherence to Meeting Procedures Adopted by the Coordination Committee for the San
Juan River Basin Recovery Implementation Program

In February, 1997, the Coordination Committee adopted "Public Notification and Information
Procedures for Meetings: Coordination Committee, Biology Committee, and Navajo Dam
Operations Committee." On November 26, 1998 I requested that you insure that these meeting
procedures be followed, particularly with respect to development of public information lists,
notification of people on the list regarding meetings, and notification of newspapers regarding
upcoming meetings (attached).

To my knowledge, these meeting procedures have not been followed for any meeting of the '
Biology Committee or Coordination Committee. Please initiate these meeting procedures .
beginning with the scheduled meetings of the Biology Committee for December 14, and the
