'We will'not proceed beyond Stage 1 'of the Grand Valley <br />Unit until' the' ceiling increase has been approved. <br /> <br />"This letter is formal notification to the Congress qf our intent to <br />proceed with the above-described modifications as authorized in <br />Section 208"of P.L. 93-320,. unless we. are notified to the contrary <br />by the Congress. <br /> <br />"We have notified the Governor's of the Colorado River Basin states <br />of the' changes." <br /> <br />I <br /> <br />Now; based on this,' there are three things that could happen. One is <br />approval by the Congress, which could permit-construction; denial, <br />which would require further action of Congress; or no action, which <br />after 60 days ~, cons tructiori' could proceed; <br />. ' <br /> <br />So with this in mind, our present plan is to about June lst--issue . <br />specifications for the'canal, lining, the Highline Canal; with issuance <br />of specifications themSelves June 15. This' would allo~'for an August <br />1, 1979 bid opening and award of contract in September of'l979. Con- <br />struction of the'canal lining would begin'as soon as water is out of' <br />the canar October 20. 'Processing of the contract by the construction <br />headquarters and laterals would follow shortly. <br /> <br />Now, this is all on' 'the' condition that there is no favorable action <br />by the committee and that we have a contract signed by the Grand <br />Valley Water Users Association. We believe that these things will <br />move right ahe'ad','- and we believe by the,: 1st of June we will have a <br />pretty good indication of the 'reaction of the committee at that point, <br />and we should have, a:,!,!igrie'd' contract and be' able to finish. <br /> <br />I believe. that summarizes pretty ~ell our present plan. We do have a <br />tour this afternoon in combination with the USDA and SCS. We are <br />going to stop at the Colorado State University'Research Station,'and <br />they are going to give us a demonstration there and some of their <br />thoughts and some of the things they have been studying. Then we <br />will go up to the Highline Canal, and we will see a section :of the <br />canal that is ,going to be lined. And they will discuss a few of the <br />-laterals, and we will stop at' on~farm' sites on the way. back. <br /> <br />We plan to leave' from across~thestreet at 1:30. We have a 'bus' that <br />will hold 40 people, and if weare going to have more than that, we <br />will use 'priyate cars. We should be back by about 4:30. <br /> <br />MR.
