WHEREAS, the United States Army Corps of Engineers, Omaha
District, completed in October, 1968, a Floodplain Information.Report
entitled "Flood Plain Information, Volume IV, Denver Metropolitan
Region, Colorado," which includes South Lakewood Gulch; and

WHEREAS, the Colorado Water Conservation Board, as requested
by the Denver Regional Council of Governments, by resolution adopted
May 7, 1969, approved and designated the floodplains described in
said report; and

WHEREAS; a new report entitled "Flood Hazard Area Delineation,
South Lakewood Gulch, City of Lakewood, Colorado," dated July, 1977,
has been prepared by Wright-McLaughlin Engineers, at ~he request of
the Urban Drainage and Flood Control District and the City of Lakewood,
which report 'updates and revises the previous information for South
Lakewood Gulch as prepared by the Corps of Engineers; and

WHEREAS, said report describes and outlines the floodplain
data and information for the storm and floodwater'runoff channels or
basins of the study area; and "'>.,.

WHEREAS, the Urban Drainage and Flood Control District has
requested the Colorado Water Conservation~Board.to designate and
approve the floodplain areas as set forth~in the aforesaid report; and

WHEREAS, Section 37-60-106(1), Co~6rado Revised Statutes
1973, requires the Colorado Water Conservation Board to assist in the
prevention of floods and flood damages therefrom; ,and

WHEREAS, Sections 31-23-201 and 30-28-111, Colorado Revised
Statutes 1973, provide that such legislative bodies of local juris-
dictions may provide zoning regulations for land uses on or along any
storm or floodwater runoff channel or basin only after designation
and approval by the Colorado Water Conservation Board; and

WHEREAS, Section 37-60-l06(1)(c), Colorado Revised Statutes
1973, directs the Colorado Water Conservation Board to designate and
approve storm or floodwater runoff channels or basins and to make such
designations available to legislative bodies of local jurisdictions;
and

WHEREAS, the staff of the Board has reviewed said revised
report for South Lakewood Gulch and does hereby recommend to the
