program, and we have set up the people. We have got the generators out,
and you have got many things going for you. If you drop it at this time
and pull it back in, you will spend all that, money next year or the year
after or in years later, getting set up.

The Water Department is very much in: favor of seeing the program con-
tinuing. I personally feel that it would be very wise. It seems also I
to me that this boardshould'have a great interest in it; and I would
almost feel that some action by this board today, directed to the Legis-
lature, would be in order. .

MR. SPARKS: You understand our budgetary problem. We are a member of
the Executive Department. I was not free' to include any money in our
budget for weather modification this coming year. I agree that we are
not going to learn everything by this year"' s experience. However", we
will put that together with' many long years'" experience that we have
had in" the past. We are making a combination report on' what has happened
in the past and what happened this year. I don't see any reason why
this board couldn't go on record today as expressing a hope that the
Legislatura would appropriate $200~OOO.I will worry about explaining
that to the Governor. (Laughter.)'

MR. STAPLETON: I think most of us fee"l that we ought to continue it.
So we would entertain a motion that we. express in strong language our
hope and anticipation .that they would' continue it. -

MR. KROEGER:

I would so move.

MR. JACKSON:

Second.

MR. KROEGER:

We believe in.:it in our area.

MR. JACKSON:
get a storm.

We would like to believe in it in our area, if we ever
(Laughter. )

MR. FETCHER:
from voting.

Because of what's happened in our area, I will abstain
This year, we have got too much.

MR. STAPLETON: Is there any further discussion? (NO response.)

All in favor say "Aye,," (Unanimous ayes, except for Mr. Fetcher's
abstainin~.) Those opposed~ (No response.)

So ordered, Larry.

MR. SPARKS: I will convey that to the appropriate people 'in the I
Legislature and to the Governor's office immediately. I have already
had several inquiries from members of the Colorado General AsseIDbly on
that very point. I can also say that there are some people who are
not in favor of it there. But that :is the way the game goes. . ,

Mr. Chairman, I have just a few more items to cover briefly. One
concerns the "President's water policy. That has been an up and down
business riow for over a- year. It hit us very hard over a year 'ago.

-32-
