That is about it, Mr. Chairman.

MR. KROEGER: I would like to ask a question in regard to the recommen-
dation we made for the extra funding on these five projects. I want
to know what the procedure will be now to pursue that. Just our recom-
mendation is not enough. I think we are going to have to vigorously
work on these things. I am curious as to what the plan of operation
would be.

MR.'SPARKS:~We-hope_to get the ,GOvernor back to convey the Board's
recommendation as a state recommendation to the Appropriation
Committees of the House and Senate. We are having 'a great deal of
difficulty with a scheduling problem. In any event, the GOvernor will
probably deliver our r~commendations to the Congress personally.

I

We are now scheduled at 10:30 on the morning of the 5th, from I think
10:30 to about 11:30, and that afternoon in the Senate.. It appears
.that is a firm schedule :at this time.

.
MR. STAPLETON: Is there :anything further on this agenda item? (NO
response. )

Then let's move on to the streamflow appropriations, .final 'recommenda-
tions. They are in your packet.

What is the recommendation of the staff to .the Board in this regard?

,
MR. SPARKS: Mr. Chairman, in the way:of final recommendations, we
have two pages of final recommendations that pertain to Hinsdale,
Mineral, Archuleta, ,and Grand Counties. They total about twelve; a
fairly small number for this board meeting. These were recommendations
that were made some four ,or five months ago and have been carried over
from the preliminary hearing ~o this point.

At least until this morning , i:was not advised of any problems with .any
of these recommendations. We have met with various people that have
expressed an interest in them in the past several months. As far as
I know, Mr. Chairman, up to this point, there are no disagreements' with
these recommendations.

MR. BALCOMB: Ken Balcomb, from the Colorado Water Conservancy District.
I think, as most everyone knows, obviously, from the position .that Mr.
Robbins and I are in in the Water Division No. 5 cases--I think Mr.
Maynes is in the same position--a comment on the merits would be im-
proper. B~t I want to point out a fact to the Board.that it seems to
me we are overlooking.

-10-
