Pueblo County is located in the Arkansas River Basin and affected by the Arkansas River Compact, the
Southeastern Colorado Water Conservancy District Future Water Storage and Needs Assessment Study ( Phase I
was completed in December, 1998, Phase 11 is in progress) and the pending U.S, Forest Service Federal Reserved
Water Rights Claims for Water Division 2, The Frying Pan-Arkansas Project operations repairs to Pueblo
Reservoir also affect the county and the possible enlargement are currently major issues, The county will be
affected by the outcome of the Kansas vs Colorado Compact litigation,

In this county there are four loans from the CWCB Construction Fund of which three were completed in the amount
of $715,590, One is under construction for $230,000,

Three grants have been issued through the Office of Water Conservation, The fIrst municipal grant for a pilot
demonstration project in the amount of$I,800 to Pueblo State Park for converting a manual irrigation system to
solar operation; and the other in the amount of$49,875 to Pueblo Mental Health Institute for installing a
computerized irrigation system, The $48,000 agricultural grant was issued to Colorado State University
Cooperative Extension for an irrigation demonstration project. All three projects have been completed, The county
has also participated in the creation of a water conservation plan.

Instream Flow Water Rigbts appropriated exclusively in this county total 18 miles and 3 stream segments,

This county has seven Designated Floodplain Studies affecting 21 stream reaches. The county has requested
revised floodplain mapping for certain floodplain areas, The County has experienced a number of signifIcant flood
events in recent years including severe flooding in 1999 that triggered a Presidential Disaster Declaration, The
county was eligible for public and individual grant assistance. New Hydrology is being studies on Fountain Creek
and a stability study is proposed, They also participate in the National Flood Insurance Program. The HARP
project 80% complete, .

Upper Colorado River Compacts, The county is covered by the Colorado River Decision Support System (CRDSS),
the Recovery Implementation Program for Endangered Fish Species in the Upper Colorado River Basin, and the
