' <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. Bill and Mr. Lee Rooks <br /> <br />Page 3 <br /> <br />December 29,1993 <br /> <br />Current Status <br /> <br />As part of a negotiated agreement with the DOW for lands needed to construct a new airport <br />runway, the Town of Buena Vista agreed to construct an interceptor drain to replace the spring <br />supply for the existing hatchery on the BVCF. The construction of the interceptor drain is now <br />complete and the DOW will be constructing a new pipeline to replace the old pipeline to connect <br />the spring to the BVCF. In addition, two new raceways may be built along with a discharge line <br />to return the water to the Arkansas River. The DOW and SEO, will be evaluating the need to <br />maintain some groundwater recharge South of the BVCF to maintain historic conditions. We <br />intend to inform and involve representatives of Johnson Village in these evaluations. <br /> <br />The DOW is currently re-evaluating the water supply options. During a public meeting on <br />November 30, representatives of the DOW indiC3ted that we were withdrawing plans for the <br />construction of the four (4) large wells. Subsequent to that meeting, the DOW staffwas <br />approached by some water right owners on Cottonwood Creek who want the DOW to cooperate <br />in investigations to improve water supplies on the Creek and who feel the wells may be part of a <br />potential solution. The DOW agreed to put our plans to withdraw the well permits on hold and <br />to participate in discussions that could lead to solutions of Cottonwood Creek water problems. <br />The DOW will continue to pursue surface water supplies from Cottonwood Creek as part of the <br />Trout Creek Ditch pipeline option. <br /> <br />On December 14th, the DOW briefed the Capital Development Committee (CDC) of the <br />Colorado General Assembly on the status of this project and to request authorization to proceed <br />with construction of the pipeline from the airport interceptor drain to the BVCF. The CDC <br />authorized the construction of this pipeline, two lldditional raceways and the discharge line. <br />Prior to development of the Trout Creek Ditch pipeline or wells, the CDC directed the DOW to <br />come back before the committee and seek authori~tion. The CDC asked DOW to meet with <br />local groups and other interested parties and agencies to pursue resolution of issues involving <br />this project Members of my staffhave met with and will continue meeting with interested <br />parties over the next few months. <br /> <br />I hope this provides information on the project and status of the project water supplies. The <br />DOW is cautiously proceeding with the water supply projects for this facility.
