Evans <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />Agenda Item 16d, November 22-23, 1999 Board Meeting - Severance Tax <br />Trust Fund Statewide Water Planning Account <br /> <br />The CWCB may annually request up to five-percent of the funds in the <br />Operational Account of the Severance Tax Trust Fund for water planning and other <br />activities. In Fiscal Year 2000-2001, we are requesting $585,000 for a variety of projects <br />(see attached). Our requests have been reviewed by the State Minerals, Energy and <br />Geology Policy Advisory Board and forwarded to the Governor and the General <br />Assembly as a part the DNR's annual budget request. <br /> <br />Unless the money is appropriated into an account that authorizes the funds to be <br />carried over for use in subsequent fiscal years, the money must be expended within the <br />fiscal year in which it is appropriated. This has created difficulty because some grantees <br />and projects have not been able to complete a project within the fiscal year. <br /> <br />We recommend that you approve the creation of a new Severance Tax Trust <br />Fund Statewide Water Planning Account and authorize us to work with the <br />Executive Director's Office and the General Assembly. The new account would be <br />designed to allow funds to be carried over for use in more than one year. <br /> <br />Stricter intemal severance tax project management to ensure funds is distributed <br />as soon as possible is accompanying this effort. <br /> <br />We will present the specific legislative language we are proposing for your review <br />in January. <br /> <br />Flood Control and Floodplain Managemem.
